The finishing for the hem on the back, front and sleeves was omitted, it should read:
Fold at eyelet row to WS and sew in place.
Pattern #19
Chart 1 begs on a WS row and that is why the numbers 1 and 3 are on the left-hand side and the numbers 2 and 4 are on the right-hand side.
